“The role of Sofia Municipality is even more clearly defined in the agreement between it, the Road Infrastructure Agency (API), and the Health Investment Company for Children's Hospital regarding the transport and technical infrastructure for the future complex. Under this agreement, Sofia must coordinate and prioritize the planning, design, and construction of the municipal street network for access to the hospital. The Municipality has committed to starting the construction of the access infrastructure by July 1, 2027”.

"Sofia Municipality is expropriating properties, processing a development plan for technical infrastructure, and has specific commitments regarding streets, water and sewerage (W&S) networks, lighting, public transport, and permits around the future National Children's Hospital. Sofia Municipality is processing a project for a Detailed Urban Plan – Regulation and Development Plan (PUP-IPR) in district 117B in Gorna banya for a new regulated property ‘for an electrical substation and technical infrastructure’. The procedural documents clarify why this is vital for the project: The planned new 110/20 kV substation is intended to ensure the power supply for the future National Multiprofile Children's Hospital. The procedure was officially commissioned by Sofia Municipality in April of this year. The documentation has already reached the Sofia Municipal Council. The ‘Urban Planning and Development’ department has requested an opinion from the Standing Committee on Environmental Protection, Agriculture, and Forestry of the Sofia Municipal Council regarding the project's impact on vegetation.
