DEAR LADIES AND GENTLEMEN,

On the basis of Art. 20, para. 4, item 3 of the Public Procurement Act, in connection with the need to conduct an independent financial audit of the 2024 Annual Financial Statements. of HEALTH INVESTMENT COMPANY FOR CHILDREN'S HOSPITAL in accordance with the Accounting Act and the applicable accounting standards (CC), I hereby invite you to select an independent auditor to certify the financial statements of HICCH for 2024.

Description of the subject of the service:

1.1. Verification and certification of the financial statements for 2024 of HICCH in accordance with the Independent Financial Audit Act, the Accounting Act and the Accounting Standards for Financial Reporting for 2024;

1.2. The deadline for the execution of the order is as follows:

Until 20.04.2025 for the preparation of the financial statements for 2024 of HICCH;

1.3. Minimum scope of the audit:

1.3.1. Legal status - constituent act, subject of activity, territorial location, organizational and management structure;

1.3.2. Consistency in applying the disclosed accounting policy;

1.3.3. Methodological justification of current reporting for comprehensive and reliable reflection of the assets, liabilities and activities of the company, limited to achieving the audit objectives.

1.3.4. The effectiveness of internal control, limited to achieving the audit objectives.

1.3.5. The accounting closing process.

1.3.6. The reliability and the necessary comprehensiveness for users of the information presented in the financial statement.

1 .3.7. Correspondence between the information in the financial statement and the annual activity report provided together with the audited report.

1.3.8. Methodological assistance in preparing the 2024 Annual Financial Statements of HICCH.

During the inspection, compliance with the Accounting Act, the Accounting Standards for Financial Statements and the Commercial Legislation shall be established.

Candidates for contractors must offer a price for the activities under item 1.3.

The results of the work of the commission for the selection of a registered auditor to conduct an independent financial audit of the 2024 Annual Financial Statements of "ZIKDB" EAD in accordance with the Independent Financial Audit Act and the International Auditing Standards are subject to approval by the Board of Directors of "ZIKDB" EAD and should be proposed to the principal of the company - the Minister of Health for approval. After receiving a confirmatory decision from the principal, a contract for the provision of the service will be concluded with the participant selected as the contractor.

2. Conditions for participation in the competition for the selection of the contractor of the order:

Deadline for submission of bids - by 16:30 on 26.11.2024. /Tuesday/ at the office of HICCH, Sofia, 15 "Acad. Ivan Evstatiev Geshov" Blvd., Hygiene Center Complex;

On the envelope with the offer, the participant should indicate the name of the order, correspondence address, telephone number, e-mail address;

To submit a complete set of documents, in accordance with item 4 of this invitation.

3. Requirements for the execution of the order:

Validity period of the offers - 60 (sixty) days, counting from the deadline for submitting the offers;

Payment method - by bank transfer; payment term - 30% by 15.02.2025 and 70% within 10 days from the date of submission of the audit report;

The contract for the performance of the service will be concluded with the participant selected as the contractor, after receiving approval from the principal of the company - the Ministry of Health.

Instructions for preparing the offer:

Participants must submit a “price offer”, a copy of a document certifying the acquired qualification as a certified public accountant and a copy of documents certifying at least 3 years of professional experience. Participants must be registered auditors and members of the Bulgarian Association of Accountants and Auditors.

When preparing the offer, each participant must strictly adhere to the conditions announced by the contracting authority. A participant who has submitted an offer that does not meet the conditions of the contracting authority and does not contain all the required documents is not allowed to be ranked.

The price offers of the participants must be prepared as a separate document, and the proposed prices must be in Bulgarian leva.

The offer is signed by the legal representative of the participant or by a person authorized by him.

The proposed price is presented in a separate sealed envelope with the inscription “Proposed price”, placed in the envelope of the offer. The prices of the participants who have provided the documents under item 4.1 are opened.

The offer is submitted in a sealed opaque envelope. On the envelope, the participant indicates the correspondence address, telephone number and e-mail address.

Selection indicators and evaluation methodology:

“Lowest total value (price)” of the proposed price offer.
